No one told them what a DPF looks like, they're all different across different vehicles, so you are asking impossible for a tester to know for certain on every vehicle exactly where the DPF is and what it should look like. The tester can only really hunt for obvious defects. if the vehicle doesn't show any signs of issues, why would they fail it?
If you look at how many left .com of my vehicle the 159 16v Lusso JTDM there are around 700ish of these in the UK, there are probably more if I add up all the categories etc properly, but hey.... If you compare that to the BMW 320D efficient dynamics blue motion type ****e that company car people always have, there are around 19,000 of them on the road.
