I did this a few weeks back to put another clip on the bottom turbo hose. When I removed the fixings from the front part, it dropped down on it's own. The tray was flexible enough to pop back in to the front bumper as well without too much difficulty.
I will say though, it looks like there are a fair few bolts missing, so maybe there are some missing in the middle which gives an extra little bit of movement making the job of getting it back in place easier.
I don't think i'd have had enough space to get a new filter in though without bending it quite a lot, unless i jacked that side up. I just had it on the flat and reached up to the turbo hose, fitting a new clip with one hand is a PITA!
