Should you buy petrol or diesel depends much on your mileage. I drive 20k a year, diesel makes sense. Wife in the Spider (2.2JTS) only does 10k, shorter trips, petrol makes sense. Yes we'd all like to be driving petrol but the economics need to be considered.
I would say your best choice would be the 2.0 JTDM. Not only is it a more powerful engine, but as I understand it, the gearbox is much better, a weakness on the 1.9 JTDM. I drive the 1.9 JTDM and there is plenty of power, enough to get into trouble if you were not careful. Yes I would like a little more huff at times, when a VAG TiD gets the better of me, which is rare.
As for model. I have the Lusso which I prefer to the Ti, I dont like the black roof linning of the Ti, I found it made the cabin dingy. I have put 18" horseshoe wheels on mine, you could of course use 18" Ti 'look alike' wheels from Veloces.
So I would advise, buy the Lusso with a 2.0JTDM engine, buy from a main dealer, a late a car as possible with the lowest mileage and FSH. A main dealer will cost more but then they should have better cars and you may have the remainder of the Alfa Romeo warranty, get this extended to the 4th year.
Someone said to me, "so whats so special about an Alfa Romeo then?" I told him, "If you have to ask, you wont understand".
Driving Brera S 2.2, wife drives 939 Spider 2.2 and there is a 1972 Spider 2000 S2 in the garage for fun days.
