The cold makes lubricants thick and heavy, and parts which shouldn't need to be lubricated ( solenoid pistons ) which are contaminated with soot and oil, get stuck too.
The VNT actuator valve (boost control solenoid valve, mounted on the bonnet slam panel) also has a sponge filter which needs to sometimes be checked that it's clear.
To eliminate the EGR from the list of possibilities it is simple enough to fit a small piece of metal sheet into the EGR exhaust inlet side to see how the car responds (The MIL/CEL comes on on the third drive cycle if you don't remove the plate, but will go out again by itself once the plate has been removed anyway)
