You can change the grill without taking the bumper off, I've done it.
Start by breaking up the old grill to ease removal, be careful that metal thing behind it would be very expensive if you damaged it! You will see looking at the new grill, it just pushes on. You will need to modify the end of the new grill near the fog lamp to get it ti fit easily. Make up a strong hook to pull the new grill into place. It realy is not too difficult. I wish I did some photos when I did mine now.
