EGR Test Question

Just wanted to ask if anyone knows what a correctly functionning EGR is supposed to do.
Just plugged my recently dead one back onto the car and ran a test using the FiatECU scan software and it opens briefly about 5mm, closes, then opens for a longer duration by about 5mm and repeats this sequence 3 times. I'd say it was working perfectly apart from the fact the car seems way better with the new one. Is it supposed to open wide, or a different amount each time? If its just a basic open or closed valve then I really can't see what's wrong with it.

My guess is that the valve is not closing properly, try blowing through it when it's closed
