Blocked fuel filler drain pipe

Underneath my fuel filler cap, I always have a mucky puddle because the little drain pipe that's supposed to drain off all the water is blocked (I make damn sure I don't spill a drop of unleaded these days! )

I've popped a little bit of fuel additive (Millers) onto it so we'll see if that can eat through the muck, but I wondered if anyone has got any tips or experience for how to unblock it?
