My December 2007 TI has aluminium dash, scripted Alfa red calipers, TI seats and special dials with different font and white lighting. It's also a 210bhp engine.
In 2008, they allegedly made the car lighter and removed the "Mono" button from the air con amongst other things. Mine has the Mono button and "Full Auto".
So whilst you may debate the improvements of the 210bhp engine, they don't conincide with the 2008 "refresh".
As far as I remember the Ti from 2007 was a limited edition. I was speaking about Lusso models. The Ti has always had different seats from anyother 159 and has red calipers, not grey ones like mine with just the Alfa script. Does your Ti have the boot release

My 2007 Lusso had none of the features I mentioned. My 2006 Lusso (2.4) had none of the features except the scripted (not red) calipers - because the 2.4 came with 330mm Brembos.
So yes the 2008 refresh does still stand for models other than Ti's. When the Ti became a 'full' model member of the 159 range (in 2008 if I remember) and not a limited edition, Alfa dropped the vis-pack from the Ti, a little like what they have done now with the Veloce and Lusso Giulietta.
