The vehicle is type approved and CE marked, under European Legislation they have no more right to ask you to do this than change the car to left hand drive.
The Lights are made by AL (Bosch/Marelli) and should produce as DC says, a square non directional dipping pattern that should satsfy any test. If they were halogens, they would of course need to dip towards the nearside.
Also the equipment you need to measure colour temperature is not available in workshops, its a laboratory instrument, so the 'wrong colour' is the opinion of the tester.
Are you sure these are OEM HID's?
Take it somewhere else for a second opinion, I think they have just thought - RHD, dodgy lights.
