If the pressure setting is 2.8 bar then thats what the tyres should be. If there is a big change in the temperature then you will have to adjust the tyres to accomodate this. The reason you are told to check the tyres when cold is because they is no way to tell how warm the tyres have got through driving, which has so many variables such as road temp, driving style, type of tyre, weight of car etc.
This is why you should check your tyres every 2 weeks or so. The temperature has no bearing on what you should set your tyre pressures to. Just always set them to the quoted figure regardless of the temperaure.
