For my tuppence worth, I'd do the following to try and narrow things down :
Set the temp control to a toasty 20C on auto (not full auto)
Passenger / driver control to mono which should make both sides the same
Turn on the footwell and screen vents
Regardless of what you set the fan speed control at, if it's cold then it will give a burst of 3/4 speed as soon as the engine temp comes up to try and raise the interior temp as quick as it can. As the interior temp gets close to it's setting then the fan will slow back down to it's original speed.
If the computer see's that the outside temperature is very low then it will decide to please itself on the settings for the first 10 min. As long as it's not set on full auto, the outside temp should have little affect on the interior climate control.
If it's still cold on your side and toasty on the other then it sounds like the temperature control baffle (?) might be faulty or stuck fully cold on your side. As far as I know an unfortunate side affect of this is the windscreen vents will also blow cold as they are fed from the drivers side temp controller.
Unfortunately that's as far as I can take it ... unless it can be fixed with a 5lb lump hammer and a 12" shifter ?
