Very well known problem - the viscosity of the PAS fluid on some of the JTDm models is wrong, leading to the pump having to work hard on cold mornings.
If you catch it early enough it can be cured with a fluid change.
Leave it longer (like I did) and you will need a new PAS pump.
Leave it even longer (like some poor bugger did when I was at HRO) and the pump can fail, throwing off the belt and getting snagged in the cam belt, and eating the entire engine!
I ran mine with the noisy pump for about 5k miles so I wouldnt be immediately worried, but it does need sorting.
