A winter tyre would be best fitted on the smallest and narrowest choice available (16s). In snow, the greater pressure from the smaller footprint will find more grip. In general winter conditions, the tyre will run warmer because it is more stressed, and because the tread is then more pliable, it is more grippy.
When we used to get worthwile snow, I changed my Guiliettas and 75s down a few sizes because the standard sizes were rubbish even with a winter tyre. A 75 running 175 chunkies will happily go where the amazed 4*4 soft roader brigade struggle. Studded chunkies are even better. They still grip in sheet ice! I can remember my 75TS managing to use full throttle 2nd gear in 3 inches of snow without undue wheelspin due to the grip of studded chunkies!
