rubber noise while turning

Hello all...
Recently my steering wheel started making some noise while i was turning it either left or right. I checked the fluid and i found that it was way too low. I also checked and saw that it had the red type in. So I bought a can of the Tutela GI/R the green one , drained the old red fluid and replaced it with the new green one. The bad news it that the noise, while turning the steering wheel, is still there. It is a noise like a rubber in caught in the middle somewhere and there is a rubber fliction noise... any suggestions what could cause the noise? Pls any help would be welcomed..
Thank you in advance ...

If it's nearing full lock on the steering that you hear the noise it's likely the belt to the power steering pump. Cheap easy fix, and one that I had.

If i am not mistaken the issue is caused by the internal filter becoming loose in the reservoir. It did cause some foaming
