The steam is probably just water evaporating off the radiator fins etc.
It sounds like you have some sort of problem, even if you can't reproduce it. When the system is cold, fill up the header tank to the maximum level - make sure you squeeze the hoses as you fill it, to make sure air is forced out. Run the engine for a bit (just a minute or two) with the cap off, to make sure that the water gets all round the block and gets rid of all the air.
Top the level up to "MAX" again, if it's dropped. Put the cap back on and then let the engine idle until the fan comes on.
While it's warming up, dry off all the joints and connections and anywhere wet, so if any water is forced out anywhere you can see where it's coming from.
If the hoses aren't split and the radiator itself is not leaking, check the tightness of the Jubilee clips holding the hoses on. These can loosen off and let your system leak when it's very hot (higher pressure).
My guess is the bottom hose clip is loose. If yours look dodgy go down to Halfords and buy some new ones. If they have a hex head, tighten them up carefully with a socket, rather than a screwdriver.
