Tensioning auxillary belts

I need to replace the air con/alternator belt and the power steering/water pump belt on my 155 2.0 8 valve twin spark.

The manual talks about factory tools to set the belt tension.

Can anyone give me any guidance on getting the correct tension without the factory tool.

Quarter turn of the belt on it's longest run is the usual rule of thumb.
