Water sitting between the low-pad sensor and the disk shouldn't turn that light on as water's resistance is lower than what's required to activate this. But, if there is a quantity of salt in the water, then maybe so...
In my case, the low-pad sensor wires had snapped and were touching the chassis when cornering, causing the light to come on. Check the wires from the inside of the wheel well to the connection point on the pad.
After that, maybe clean the brake pads and such with a Karcher!
