Yes - The thermostat helps the car to warm up sooner, so it shuts off it's electronic version of a choke quicker. Simple as that.

You will notice more grunt with a rich running engine as there is more fuel sloshing around but at high rpm you want the mixture to be leaned off, as a leaner engine makes the fuel burn quicker (so you can get it in, burn it all and get it out again in the shorter amount of time it's taking to do one rev).
