Ditto - Monday morning, about -4 outside, car had sat for best part of 2 weeks of Xmas - no problem. Tuesday morning, -8 outside, handbrake frozen solid. Tried the usual hairdryer but ran out of time to took the wheels off so i could get some grips on the job.
As has been mentioned, the cable boots perish. let water in, this freezes and locks up the cable. Only real cure is new cables. On my 3rd set now in 11 years of ownership. Best long-term bet would be new cables AND Ralf's tip to pack them with grease.
Duff cables also the root of most rear brake/handbrake/disc wear woes.
