Rattling sounds from steering wheel/indicators

I have a strange sound coming from the steering wheel. Something like small bits of plastic moving around, like when screwholes or clips brake on electronic devices and move around inside the device.

My indicator mechanism doesn't feel 100% healthy, its really soft, and sometimes it refuses to engage, especially if the wheel is near the spot that cancels the indicator. I suspect the previous owner forced the indicator mechanism too much and some bits broke and are moving inside the wheel.

What could be the cure for that? If the wheel and/or indicator/cruise instruments are removed and put back in will the rattling stop?

Its not a CV joint or other suspension nose, it happens when stationary or lifted too, and its clearly something moving around inside the wheel/indicators.
