Changing to 16" will not help.

fail to see how 16" will help with speed humps?

Yes I was thinking more rubber would give a better ride over the duff roads, I guess increasing the ride height with wheels/tyres is not really an option.

you can gain a few mm, but you need to sacrifice tyre width. 17" will offer more choices if that's your goal:

215/45R17 is the standard 17" size
225/45R17 raises the car about 4mm
205/50R17 raises the car about 6mm
235/45R17 raises the car about 9mm -- this might rub though
215/50 R17 raises the car 10mm
225/50R17 raises about 16mm

205/60 R16 might fit, but it'll be a stretch. If they fit, you raise the car about 13mm.

No idea what the insurance company will say though. Take carefull measurements at different steering wheel angles to see what'll fit and what not, though...
