It could have the same creaks and groans from the suspension as a 70,000 mile car, or more, or less. Cars mostly like to be used and 12,000 miles a year is good healthy use. If it drives OK I'd say it was worth a punt. Take £300 in cash in one pocket and wave it under his nose, but have a bit more in another pocket just in case. As the seller of a cheap car, you have to balance a genuine buyer with slightly less cash in his pocket than you wanted against dealing with an endless stream of bell ends saying "I saw an immaculate one of these yesterday for £75" or "it's done more miles than I wanted" or "there's a scratch on the bumper" and ask yourself if dealing with all of that is worth an extra £50.
