From my reading before I changed the belt, there have been several versions. Some 16v had a cam pulley with no keyway and setting the pulley on the cam was part of belt installation, later versions had a keyway and fixed relationship. The mystery bits in cam timing kits are for some of the earlier type (mostly Vauxhalls I think, maybe some Fiats, AR I dunno but Dan will...), that needed the flywheel locking at the ring gear on the flywheel. So it has been an evolving design.
As far as I can tell, versions with a timing mark on the cam pulley do have a keyway. Versions with no keyway had no mark, because the pulley could be set in any position before tightening to the locked cam. My '58 147 is the keyway type, is all I know.
I'd check tensioner is correct/same part no., don't assume.
