idle high -then normal/been covered before?

I havebeen through all the threads but those of you who recognize this problem might be able to help me , its quite minor but irritating,when slowing down to junctions etc., the revvs are reluctant to fall and erring on the high side if it wants to. If you come to a halt it sits high and will decide eventally to fall to about 950 revs and is normal, starting from about 2000 revs.
Is this the idle acuator or the throttle pos sensor at fault and both needing a good clean out. I hope this hasn't give you an easy answer!

Plenty of possibilities, best bet is to get it plugged into diag machine so you can pinpoint it.
