Any alternatives for rear window defroster?

For a long time now, my rear window defroster has not been working. So today, I decided to investigate: fuse ok, I used a multimeter and and found out that although there is electricity coming to the two connectors (left and right of the rear window), nothing goes to the window itself. The problem is the my windows are tinted, so I have no access to the lines themselves.

Do you good people have any ideas as to what I can do? Taking the tint off is not an option, as I suspect it will rip off everything as its coming off.

Can I draw new lines on top of the tint using those pens I read about?
Should I install a small fan at the back of the rear headrests?
