3.2 V won't be enough to operate the solenoids. Mine definitely had 12 V (on that pin 2). I'm afraid I don't know where that feed comes from, but very likely it's from the ECU. According to my handbook, the ECU has several fuses, and if your lucky it might be one of them which has blown. Check those first, then all the other fuses - to be sure.
If it's not the fuses, you need to trace the 12 V feed back from the solenoids to, probably, the ECU and work out if the output is damaged, or you just have a bad connection somewhere, or perhaps, something pulling that feed down. This gets a bit involved to describe over the net, hence my suggestion that you go around wiggling the harness/connectors - you might get lucky and find a bad connection.
