Alfa Romeo 147 starter trouble....

Hie...I drive a Alfa 147 1.6l. Been having trouble with the starter for some time now. Have to switch on the key a couple of times while the accelerator is down before the engine can start. Recently, it would not start at all and had to jump start it. Also noticed that the battery has not been charging. Its completely flat. Will appreciate any advise and reference to a reliable Alfa Mechanic.

How old is the battery? It may simply need a new one ...

Test it with a multimeter. It should have around 12.7 volts when nothing is running or switched on. With the engine running you should have around 14.3-14.8 volts which would say the alternator is ok. If it seems to be low all the time it has probably had its day.
