I like your post; lots of data.
I've plotted revs vs boost. The data looks good till 2500 but looks lumpy after this. My guess is the vanes in the turbo operate fine but the maf is giving bad data for fueling post 2100rpm. What does the car feel like through this run? Try the same run with the maf disconnected. If the maf is at fault performance will be restored at high revs but poor at low. The plot will not be lumpy and higher boost will be maintained till 4,500 at least. I've been wanting to see a plot of a failed maf for ages. This is what I'm guessing this is. There just doesn't look like any range in the air quantity. I would expect 600 to 1200 range.
