Re the EML, it can be almost anything. So you really need it connected to diags to get a clue. Randomly replacing bits gets expensive and rarely hits the target the first time!
The oil around the plugs was probably from someone spilling it when filling. Unless there is a leak from the cam cover gasket, which can happen if it has been reused rather than replaced.
The indicator relay unit is on the back of the stalk unit I think.
May need the wheel off and the stalk unit off to get to it, but not 100% on that.
