yup..banjaxed EGR, without reading codes and manually inspecting the valve its hard to know whether its mechanical or electrical ECU related...common sense says mechanical.
better removed anyway as they cause all sorts of issues when left in situ, at best they require very regular cleaning and at worst they can and do send crap into the inlet manifold..reducing induction efficiency and therefore engine efficiency and economy.
not such an issue on your CF3 pre swirl flap engine fortunately, they can cause terminal issues there when they get soot coated, fail and get ingested by the engine on the CF4
stupid idea as combustion 101 states that you need cool dense clean air for the most complete ''bang'' not dirty, hot, crap filled exhaust gases...!
swirl flaps and EGR = bad design, and are 90% of the time the cause of engine problems on our cars.
i'm free of both of mine and can look forward to many years (touch wood) of ''relatively'' (its still an Alfa) trouble free motoring.
