Rear Damper Torque Settings

Hi guys and/or girls
I am just replacing the rear dampers on my 147. Can anyone give me a clue as to the correct torque settings for the upper and lower bolts on the damper. I have the e-learn manual but it seems to be quite low, (only 0.822 da-NM). It seems quite low to me or I am not reading it correctly.
I naturally don't want to overtighten but I also don't want it falling apart in a stiff breeze.

Sort of my fault, (or my daft computer), the settings given on e-learn say 11.1 13.5 daN-M instead of 11.1 - 13.5. I did wonder why a division was needed instead of just giving the settings. 111-135 N-M seems a bit better than 8.2 N-M which is what it was, (given the divide symbol). My torque wrench doesn't even go down that low. My fingers tighten more than that..
