Handbrake cable rubbing on something?

It was fine Friday, and the cables have not long been replaces (<12 months) but today it feels like the handbrake is rubbing over something. It makes some noise below the handbrake itself, but the strangest part is that if I have my foot on the brake when I pull on the handbrake you get a period of higher resistance (with the sound of something rubbing against something else) and the resistance goes back to what you'd expect (and increases linearly the harder you pull on it).

Could the cable have come free from something? It's cold and dark at the moment so I'm not going out to take a gander now, but if anybody has any suggestions they'd be appreciated.
