Is the problem that you can't get the stuff off or that, once off, it has left a stain or mark on the paint?
If the paintwork is stained then perhaps you need something slightly more abrasive than T-Cut. Somthing like Autoglym's Paint Rennovator or similar might do the trick.
Bubbled paintwork sounds very extreme. Either way, unfortunately the moral of the story is not to leave bird muck on the paintwork at all. Rinse it off a.s.a.p. I know some people who carry detailing spray or dilute carwash liquid in the car for this type of mishap.
