vacuum issue.. help!

Vacuum Issue - JTD - Help on testing req.
I have a vacuum issue.
Car 147 1.9JTD 16v (140)
The Turbo actuator doesn't work (no suction on the blue hose at all)
The overun actuator doesn't work (The actuator that flips the valve in the inlet)
Visually, the electrical connectors are seating on the two solenoids (on on the back of the filter (near the turbo) and the other on the back of the engine just under the EGR.
The Vacuum pipes all 'look' OK, no obvious split, kinks etc.
My Question is.. What does the Vacuum Pump (the Pierberg made unit on the end of the front Cam) also create Vaccum for? The Brakes? If the brakes seem ok, which they do, does this mean its not the pump, and is likely to be an actuator ?
I'm trying to diagnose the two faults.. If i disconnect the pipe to the vacuum pipe whilst the engine runs will I bugger anything up?
Where's the Vacuum reservoir ?
I know the obvious answer will be a split pipe, but if i have two vacuum faults, at what point is it most likely to be ?
