Its certainly possible for the engine to have low oil pressure whilst still having a sump-full of oil. Depending on the mileage that your engine has done, and how well its been serviced, either the oil pump or the crankshaft bearings can be worn, which would allow pressure to drop. Is your low pressure warning on at all times, or just (say) at idle?
You've done the right thing by changing the pressure switch - two faulty switches is unlikely. Might be worth checking by disconnecting the lead from the switch and seeing if the warning goes off, in case there is a wiring fault within the loom.
