147 fuel caps (or at least the two I've had) don't always line up correctly when you twist them closed. You need to have it located correctly before you can securely lock it. If you twist it closed and it makes a clicking sound as you turn it, it's not properly located. Line up the lugs carefully and you should be able to twist the cap about a quarter turn and then it won't go any further. Then you can use the key to lock securely.
Certainly the cap on my 2.0TS used to take at least three attempts everytime.
