Quite often you will find dying batteries will show 12V, or thereabouts, when everything is switched off.
The way to measure it properly is to switch the ignition on, and possibly get someone to hold the key in the start position and then put a meter across the battery terminals.
This gives you a reading with the battery under load, if the voltage drops below approx 9 volts with the starter cranking then the battery is past its best.
If it wont crank at all, but the voltage stays around the same as everything switched off then you may have a connection or starter fault.
I would say your battery has definatley died, when relays starts clicking on and off when the ignition is switched on, thats normally a sign of low voltage.
