I guess you've nothing to loose by asking them to have another look at it but they will probably squirm like mad because to do it properly, there will be a fair amount of labour. It MIGHT be possible to change the stem seals without taking the cylinder head off but I'm not at all sure about that. The very LAST thing you want them to do is bung in a can of "magic goop" that's supposed to reduce oil consumption. Most of these products work by thickening the oil - and that's the very last thing your variator will want - especially on cold mornings!
As the consumption is well within Alfa's specified limits and oil isn't that big a percentage of total running costs, I'd probably live with it if it was my car but technically, I guess you didn't get it back in the condition it was before the work was undertaken so maybe it is worth a try.
Aircon DOES use up some of the engine's power but I've only ever noticed it at extremely light throttle openings in first gear crawling in traffic. Was it doing that before the rebuild?
