I'd suggest changing the fluid first. If it smells burnt it's too old, but I would expect it to be black as well as smelly. I think it's worth trying a fluid change before changing the pump. Syphon the old stuff out of the resevoir, re-fill, run the engine for a bit, and then do the same again to get more of the burnt fluid out. There are some power steering fluids available that give improved lubrication for the pump, but I can't think of their brand names right now.
