147 no start possible fuel issue?

Hi guys,

I have a 147 1.6 ts that is not starting after I changed the oil sump. Its cranking ok but not turning over. Checked the fuses and relays that I could find and checked I got spark. Seems it may be a fuel issue. The tank was pretty much empty prior to the car being sat for a while, might this cause problems with fuel pump purging?? any advice on multimeter checks I could do on injectors, wiring diagrams (which seem in short supply on-line) etc or advice on how I can check fuel delivery would be greatly appreciated

Is the fuel pump running?
(you should be able to hear it)
If not, press the fuel cut-off switch at the base of the "A" Pillar.

If the fuel pump is running but still not starting and the tank very low, put more fuel in.
