Steering rack. Loose bush?

While I was trying to trace a leak from the power steering pump I just happened to bump the steering arm boot on the drivers side and heard some kind of metalic rattle. I took the clip off the end of the boot, rolled the boot back and found a loose metal "cap" floating around in there. Obviously out of place.

I am wondering what it is? I suspect it's some kind of retaining end cap for the seal on the end of the steering rack. In which case I'd better try to get it back in place before the whole seal goes.

Anyone know?

Photo below. The cap is at the end of the screw driver in the pic.

I'd guess you were right with the retaining strap for the boot, cut it off and use a tie wrap or jubilee clip.
