I think you mean the ignition advance timing rather than the cam timing. I doubt the chap has advanced the cams by 12 notches - he won`t have gone anywhere near the mechanical side of things. The chip is presenting a revised 'map' for the ignition advance which is usually described as cam degrees before TDC. Providing that the ECU can still modify the advance if it detects any pinking then this will be safe. If the ECU can't modify the advance then there is the possibility of problems.
Ask the fella about the above but it's likely that the advance can be modified on the fly by the ECU when the engine is in use and so won`t cause any problems. If not, listen very carefully for that pinking noise and if you hear it ask him to reduce the advance!
The extra advance you can get on the ignition timing usually depends on octane so does the chip ask for 97 octane petrol to be used?
(You can get more power from cam timing changes but usually only in conjunction with different cams or by the addition of forced induction or nitrous kits. If you aren`t fitting one of these then touch the timing at your peril. That said, I have been know to add a small advance to give better power in the top end at the expense of lower end but that was on a cheap racing car, not my precious Alfa. Some people retard by a notch to give better caravan towing power.)
