Have you checked the fan speed resistor? That will knock out the fans completely if it breaks down.
It is a large ceramic resistor unit that is screwed into the fan housing inside the engine bay. Obviously you will only see the electrical plug on it sticking out but you can unscrew it to see the entire thing. Posted a picture below of what to look for.
Its got two electrical parts to it's circuit the big resistor bit and like a thermal fuse or something on it, if either of them are broken, the fans won't function.
Often it will appear broken on visual inspection.
If you suspect it is broken then you can enact a temporary repair by putting a suitable gauge bit of wire across the two connections on the plug, essentially shorting the plug on the wiring loom side. This will mean the high speed fans come on any time a fan speed is triggered. so if the ECU asks for low speed fans - it will run high speed. It will stop you from overheating though.
