Well Happy 156 Alfa Romeo 2000, 1.9 diesel

Hello everybody, could anyone advise me with such matter: I have got an Alfa Romeo 156, year 2000 with 1.9 diesel engine....

problem is that I got it with one red, broken key anly the blade is good, it fits the ignition, but only the Engine management warning light goes on and then off and the car wont start no signals of life whatsoever, What could it be? Is the fixing of the problem very expensive?

Also I have noticed a cut black wire on the inner side of the left front wheel underneath the vehicle could this be the reason of the problem?

You will need another key to start the engine. The red one is for making spare keys (it was in my Fiat). It will fit the ingnition, but it can't start the car because it will need a chip to disable the immobilizer.
