Two places to look on a diesel, the Turbo wastgate sticking open or shut or partway, or injectors. In the case of common rail diesel's in their control systems too.
Something is telling it to feed too much, or it is not being boosted enough on part throttle - sounds like too much fuel in any case. If the exhaust has a tendancy to be smoky, i.e. you can smell unburnt diesel that would confirm an injector.
Diesel's do the same as petrol's if they are being improperly fuelled - they cant hold a smooth rpm.
It could be as simple as an injector not having the right electrical resistance so the ECU thinks it is doing right but is in fact overfuelling.
An analyser should tell all, but i would be surprised if it wasn't a slight injector problem.
