clamp on front of cylinder block

hi guys there is a clamp that joins the block and cylinder head on the front of the engine by the outlet manifold. is this to earth the head? as It doesn't actually hold any other purpose as it bolts on to both sections and does bugger all else! and I would have thought it would be not required when you think there are 8 head bolts holding the head on! the car is a 147 1.6 ts
