Fitted quality old and new. Fitted budget too. As mentioned above you have no idea how the tyres on the car you buy (2nd hand) have been treated or from where. However I do also agree you should always try to minimise risks but that always has financial burdens. It is a trade off.
I would not consider a 'Polo' any different than an Alfa.
Tyres are only kept on the road by top notch suspension components. I'll tell you something, I'd rather drive/passenger a car with budget/part worn tyres than one with top notch tyres and shagged shock absorbers.
Priorities I find, are usually someone else's.
