Ok, so basically manual is telling you to tighten the tensioner to the max setting (above the hole) rotate the engine several times by hand , after that adjust the setting so it will point to the hole. I don`t remember when I did this whether I had to lower or raise the tension setting , but I made it point to the hole after rotating several times and it was fine ever since. As per my understanding it is normal that the tensioner should move little bit (few mm) when the engine is running, but should point somewhere around the hole, 10 mm off seems too much , I would bring the crank and cam again to starting position and check whether marks align, belt marks will not align now any more (will after xy revolutions) so do not worry about that one more question did the new belt had marks on it?
