That can be the reason - but still, the correct level would be a bit higher than the baffle plate you see when you open the reservoir. It looks like the bottom - but it is in fact the baffle plate - so there is more fluid down there.
Any excess is expelled out through the pipe.
The cause for your symptoms can vary:
Selection position sensors going bad or their contacts need cleaning with electronic contact spray
Other lectrical contacts wet/dirty (check the 20 Pin Selespeed Connector) and need the same.
Relay contacts dirty or relay itself. See if you can clean/replace with same size and re-check operation.
Battery low or about to die (this gets the Selespeed ECU brain to lose a few marbles).
Pump not priming correctly/on the way out (might just require to replace pump motor brushes - a cheap fix).
Accumulator not holding pressure (relatively cheap).
Other Actuator/Solenoid valve issues (costly).
Clutch/Gear issues (costly).
Other undocumented/puzzling issues...
