The change to 0deg front toe was made in mid 1999, so it isn't a recent thing. Although you are probably right about cars being delivered with the original settings. That is one of the many things that should be checked and corrected during PDI at the dealers, but obviously isn't!
On the subject of -ve camber, yes it does have more than some cars, but it isn't excessive, and there is actually substantially more -ve camber at the back than at the front.
I run 0deg toe on the front (it was an import and was set correctly before I collected it in December 1999...), the handling and turn-in are fine, no problems at all and tyre wear has never been an issue. Although I also swap front-rear soon after the fronts are half worn, all four then wearout together and are replaced at the same time.
